I don't think they can, otherwise they wouldn't be very good invisibility cloaks. Dobby doesn't need to see through Harrys, as Cynthia has explained, this has slipped off him as he sleeps. Windy doesn't need to see through Crouch's, because she's got that 'bond' between them that Crouch mentions during his confession, that he later breaks, and that she uses to force him to run away when Harry, Ron & Hermione see her.
Lucy, who still has got a satisfactory answer for why Harry had to win the Tournament instead of Moody turning any old thing into a Portkey during the year.

I can recall two instances in which house elves encounter
invisibility cloaks. In GoF, Winky is in the top box with Crouch
Jr., who is wearing an invisibility cloak. She has her fingers over
her eyes. But if Winky can't see through the cloak, Crouch could
have easily escaped. Indeed, how is Winky supposed to care for
Crouch Jr. when they are at home if he wears the invisibility cloak
all of the time? He could easily give her the slip at the QWC, or
even just get lost by accident.
The second instance is when Dobby find Harry sleeping in the
library. In that instance, JKR specifically tells us that the cloak
had slipped off of Harry, so presumably Dobby could see Harry as the
cloak no longer covered him.
Does anyone have an opinion on whether house elves can see through
invisibility cloaks?
