Well, a seer would have, presumably. :-) That's what being a seer
means, after all -- being able to predict things that aren't
immediately obvious.
To me, Ron's supposed "predictions" don't look like predictions at
all. He just throws out random thoughts and speculations, and some of
them hit the mark while others don't. There's no indication of
anything mystical about the things he says; we've never seen him go
into a trance the way Trelawney did. Might as well argue that
Hermione is a seer -- after all, she correctly "predicted" that Snape
wasn't a bad guy, and that Crookshanks didn't really kill Scabbers.
