Oh, I see it all right. I just don't like it. I don't find Draco a
very interesting character, and wish Rowling wouldn't waste much more
space on him. I was sick in bed all yesterday, and after my brothers
went to school, I dragged myself to the next bedroom where another
sick brother was listening to Jim Dale reading Prisoner of Azkaban.
We spent the whole day lying on the bed and drifting in and out of
HP, while kicking back ginger ale and feeling terrible. However, we
began to make comments on Draco's comebacks. "That was a really bad
one. Does he think he's funny?" And, as I had always suspected, Draco
came off badly. He's plain not funny, most of the time. Sure, he gets
a few good lines insulting Hagrid, but against Ron?
If I never read another scene like this again, it'll be too soon.
Draco: "YEAH! You're so poor you probably don't know what a house is."
The kid is like a broken record machine. No wit. No inventiveness. He
didn't even invent the line in the beginning, I would guess, judging
by its important place in Lucius Malfoy's repartory. Half of Draco's
conversation seems to consist of variations on that theme.

I don't think it's implied at all. If you go through the archives,
you can find lots on this topic. Just type in draco and abuse, but I
think all the evidence points to the opposite.
