An alternative explanation for this is that Arthur Weasley is
actually foreshadowing the future. Arthur stands out as a pureblood
muggle-lover. He hates and is hated by Lucius Malfoy. Even before he
starts any campaign against Voldemort in the MOM, IMO he has already
done enough to tempt the viciousness and wrath of certain DEs. Add to
this that the twins threw snowballs at Voldemort (when he was in
Quirrel's turban on PS/SS). Then compound this with Ron and indeed
the whole family's friendship and love of the hated Harry Potter.
Is there a better way of getting at Harry (as they seem to have
trouble physically getting at him), than by getting at those he loves?
Arthur might be merely remembering the dread every wizard felt before
returning home. He might also be foreshadowing the future, he is at
work all day, and could easily come home and find...
I do agree that this paragraph in Chapter 9 certainly feels very
significant, and I am sure it will be alluded to in the future.
