So is McGonagall half-dementor, too?  She didn't conjure one either.

My theory is that Snape can't conjure a patronus because he can't
dredge up a sufficiently happy memory (<sob>just breaks your heart,
don't it?).  Of course, that still leaves the problem of McGonagall...
