F&G and Angelina (since she's in their year) are TWO years younger than 
Percy. For example, we know that they were preparing for their OWLS/
NEWTS at the same time. The first one takes place in 5th year, and the 
other in the last year. Thus, they've got one last year before leaving 
Hogwarts. I know it's a bit confusing - I also though they had 
finished, since they've already got ground work done for their shop. If 
you're unsure, check the Lexicon, you'll be able to find canon on the 
matter to your heart's consent.
