It's unclear whether Draco keeps an eagle owl at Hogwarts, as Harry 
keeps Hedwig and Ron keeps Pigwidgeon.  However, we do know that 
Draco Malfoy receives post from home by eagle owl, so either 
a) Draco also owns an eagle owl and this bird may in fact be his; or 
b) Lucius Malfoy has sent post to his son and Draco is using the 
same bird to send a reply message (or the bird may simply be 
returning to the Malfoy home without post--nothing says the bird 
that is seen is carrying anything). 

Perhaps Harry's dream suggests that the Malfoys will prove to be a 
conduit to Voldemort.  I doubt that Draco himself is in contact with 
Voldemort, or that Voldemort cares at all about a fifteen-year-old 
with no sense (as seen at the end of GoF--and early in CoS, even 
Lucius tells him that it's not good to be heard bad-mouthing 
Harry).  Lucius Malfoy is another story.  He needs to get back into 
Voldemort's good graces.  He denied any wrongdoing after the fall of 
Voldemort and he hid behind a mask at the Quidditch World Cup.  HOW 
Lucius will redeem himself in Voldemort's eyes is another story.  I 
think we should watch all eagle owls very, very suspiciously while 
reading the Order of the Phoenix...(which will hopefully be any year 
now--::sigh::)
