There was a subplot going on, other than Moody/Crouch's 
shenannigans.

There was Rita Skeeter, and the Trio wondering how she got
her info.  I think we can assume that the eagle-owl is Maalfoy's.
Nobody else to this point has one, and Draco is at least associated
with one. I wonder if  Draco had used it to send Rita a fresh load
and it was flying back to Draco with the instruction to look for a 
beetle.
