I'll use the example of Neville to answer that question. He said himself
that he's almost a squib. Now, Neville doesn't do well in potions, or in
fact in almost anything, but manages due to the fact that he's only "almost"
a squib. It's not as if Neville can't find the right ingridients or learn
how to heat up a cauldron. He just always seems to do little things like
adding ingridients at the wrong time or in the wrong order. It is possible
that those are just the symptoms of his bad memory. But maybe that's how it
would be for a squib. Filch, for a example, perhaps would keep on making
stupid little mistakes and never get a potion right.
