Ah- but he <did> summon it into his hand in the cemetary- in order
to portkey back with Cedrics body. My problem with this scene is
that in this instnce, the portkey seems to work differently than the
way portkeys did previously. If a portkey takes you back whre it
came from the second time you touch it, it would create all sorts of
handling problems at the World cup- and they handled the used
portkeys vary casually, tossing them in a box.

I was looking at himn being very subtle- telling Harry to Accio it
would have been very obvious.
Un- summonability is a possibility, but Hermione says the magic is
in the Dragons Hide. The invulnerability does not extend to their
eyes, however, so it does not appear to have a radius effect, such
as you describe. If the magic invulnerability of dragons spread
beyong their hide, their eyes would be protected from curses. (OK,
so it's dragonhide, eggs may be another thing all together, but I
don't see why.)

Because he was in pain (The stair) and because he was trying to be
silent? (Verbal spell components are a bitch!)

And the rules change!
Near the beginning, the champions are told that the one with the
most points will win, and then, when they go to enter the maze, the
points are only used to determine the order they get to enter the
maze in. The one who gets the cup wins, regardless of their point
total. (Sorry I cant back it up with an exact quote, but I'm
listening to the books on tape.)
