Maybe there one-way and two-way portkeys, depending on how you make
them.  Crouch Jr. made the Cup a two-way portkey because its purpose
wasn't just to get Harry to the graveyard, but also to get Voldemort
and the DEs into Hogwarts afterwards.  We know you can't Apparate into
Hogwarts, but perhaps you can use a two-way portkey to get out and
back in.
