I'd have to agree with this. Dumbledore did ask if he could count on Molly and Arthur (GoF, 617) for the tasks ahead, and I think that he would have avoided that if they weren't powerful. Dumbledore seems to be a man who works with a person's capabilities -- he never, for instance, set Harry up for something he had no way of handling, such as the incidents in PS/SS -- it was ~difficult~ for Harry, but not beyond his capabilities. Snape, at the end of GoF is sort of given the option of going on his mission "If you are ready ... if you are prepared ..." (GoF, 619) I'm not sure that Snape would actually have said no, even if he wasn't ready, but Dumbledore's giving him the option.
I think that the only people that Dumbledore will ask to help will be people with the skill to help (and are trustworthy) without being lambs to slaughter so to speak.
None of this is really proof, of course, that the Weasleys are powerful, but I think it indicates that there's a good chance that they will make worthy allies.
