Fear. This actually fits nicely into Snape being a father figure. I remember
times I got yelled at by my parents for doing something stupid that could
have ended up life threatening, no matter how okay I was afterwards. People
truly were on the lookout for any danger to Harry, and Dumbledore let
Dementors near Hogwarts, despite the fact that he hates them.
I'm not sure how Snape feels about Harry. I don't know if he was concerned
for the boys' safety so much as what it would mean if a Death Eater(well, I
think he did genuinely believe Black was a DE) killed Harry Potter. In any
case, that was about the worst thing that could happen. The people need
their symbol.

Children do things without thinking of the consequences. I've done things
like that (ok, it usually involved danger to myself rather than others...).
It is entirely possible that it simply didn't occur to Draco that Harry
might actually fall.
