Welcome, Ben, to the world of HP posting.

To answer you question, to control a dragon you get several (about ten) 
powerful magicians and you keep throwing magics at the dragon until 
enough seeps through. The dragon hide is not *totally* inmune to magic, 
but it is inmune enough that a single wizard cannot think of doing 
something on it's own - unless he points at the eyes, which is the weak 
spot (the place where there is no hide to protect the dragon)

Don't worry about imposible things: Being LV an Evil Overlord, he 
wouldn't do that ever (since it would effectively grant him victory)

They didn't. If LV had been active at that time, book three (and the 
rest of the series) would have been VERY short. Luckily, he wasn't, and 
the only threat Harry was facing was Sirius Black, which (if he had 
really been bad), would have faced an entire street of wizards, which 
would have veen to much even for him.
