Following the principle Elkins once defined as "Cherchez la femme," it
should be obvious that Snape was in love with Neville's mother, and
hated Frank Longbottom forever for being the one that got her. Every
time he looks down and sees her eyes in Frank's face, he says or does
something very nasty to Neville. That won't work for you?

1) I do think there's a backhistory between Severus Snape and Frank
Longbottom. I don't think it's got anything to do with Neville's
mysterious mother, but I think there could be plenty of reason for
Snape ex-death-eater to have hated popular auror Longbottom. In the
past, Longbottom has been accused on this list by Eric Oppen
(tongue-planted-firmly-in-cheek) of being Judge Dredd on acid: a
phrase I particularily liked. :-) Not likely, but I would not be
surprised if Longbottom was one of the aurors who didn't try to bring
people in alive. (He was a Slytherin, damnit, according to me) Factor
in Rosier and Wilkes, and you've got a good backstory. (In the bloody
ambush theory, was it Moody or Longbottom who finished off Rosier?)

2) Snape absolutely despises people who he can't save. Half his
problems with James Potter seems to stem from Snape's inability to
keep Potter from dying. I would suspect that Snape is somehow involved
in the whole Longbottom situation, and came too late to save the day,
or messed something up to ruin it. Twisted reason for disliking
Neville, but that's Snape for you.

3) Livian Rome again. Whatever Snape's opinion of Frank Longbottom, I
am quite sure that he thinks Neville should be ready to avenge his
parents, and instead the kid is fumbling around, "on purposely" acting
like an incompetent.

To finish, Mrs. Longbottom was not an auror. Crouch Sr. "an auror and
his wife."
