When Bill visits Hogwarts at the end of GoF, he says that he hasn't 
seen the place for five years.  Which, assuming he was 17 or 18 when 
he graduated, would make him 22-23.  I would guess that Charlie 
graduated the year after, since he's not at Hogwarts when Ron and 
Harry arrive.
