We have Mulciber and Rookwood, who were alive when they were mentioned
in the Pensieve sequence, but who could have died in Azkaban since.
Particularly since Ludo refers to Rookwood as a friend of his
father's, and we learn that he's a senior person in the Ministry, he
can't have been a young man when he went to prison.

And it could be someone we've never heard about. James's evil twin
Skippy*, perhaps?
