I still think that Dumbledore will alert the old crowd that a curious 
messenger will soon arrive to explain in detail what is happening, 
that Dumbledore trust this messenger and that they are not to 
interfere with his movements.

Yes, Sirius knows about Petunia and Vernon from James and Lily, pre-
Azkaban.  Presumably, he also knows of any other Potter or Evans 
siblings that exist.  If there are no other siblings, then the 
logical assumption would be that Harry would be living with the 
Dursleys because they are family.  The Dursleys lived at Privet Dr. 
in 1981, so why not see if they're still living there?

 If there are other siblings or grandparents who may still be alive, 
then perhaps Sirius plotted out a geographic itinerary that would 
take him to these various places on his way to Hogwarts.  In that 
case, Privet Drive just happened to be the first stop on the way, and 
it turned out to be the right location.
