To say that someone can turn out to be good, means that there is some 
doubt, some mystery about his/her true character. Snape, for 
instance, particularly in PS. But we have *seen* Voldemort kill 
innocents - and what can a person do which is more evil than that? So 
we *know* that Voldemort isn't good. No mystery, so no possible 
future plot twists in that direction, I'm afraid.
