At that time they were hiding him from Sirius not V, since Sirus is
his Godfather, which may or may not have some magical properties tied
to the title, the family bond may not have been sufficient
protection. Sending him to a place where he could be watched over,
possibly by an entire group of wizards, (Aurors , or possibly the
unspeakables)24 hours a day seems predent to me. And I doubt Harry
would have noticed them even if he met them.
I cant remember if quotes are aloud but

comfortable. just one thing, and I'm sure you'll understand... I don't
want you wandering off into Muggle London, all right? Keep to Diagon
Alley. And you're to be back here before dark each night. Sure you'll
understand. Tom will be keeping an eye on you for me."

Like I said before, I doubt Tom was the only one watching out for
him. In fact knowing Fudge he may have been using Harry as bait. I
imagine it would be a lot easier to hide a bunch of wizards in Diagon
alley than on Privot drive.

Although I agree that the spells Dumbledore set up to guard Harry
were based off "Family Protection" He must have set up several other
wards. If Arabella Figg, is really the same Mrs Figg who lives near
Harry and not just a coincidence, she may be the one who monitors
Harry, when he leaves the house an alarm sounds and she looks in on
him. Considering that the ward must have a pretty wide range of
protection, he did after all go to elementry school, walked around
the neighborhood, and stayed at Mrs Figgs while under its
protection. I imagine it was a protection based on him not the house
since he would still be under there protection even if he wasnt in
the house.
Magic being used in the vacinity would most likly set of the alarm
also, and since Dobby seems to be able to make himself invisible to
anyone he doesnt want seeing him, it would have looked like Harry was
doing the charm himself.
