Wait a minute, polyjuice potion has to be taken every hour. Granted, 
a strand of hair will do, but 24 times a day, 365 days a year, and it 
won't be too long before there's not many bits left. A fingernail in 
a jar isn't going to cut it.

And it is possible that the person you're intimidating has to be 
alive -- that the potion requires live tissue. Otherwise, why didn't 
Barty Jr. just kill Mad-Eye?
