That could be a very good reason for explaining why someone 
"develops magic later in life".
But I don't think it will be Petunia. I think it will be Aunt Marge. In 
book 3, when the glass explodes, Aunt Marge says "Did the 
same thing at Colonel Fubster's the other day." Now while Aunt 
Marge's explanation that she "Must have squeezed it too hard" 
may be true, it does seem a little strange that the same thing 
should happen in such close proximity.
