Possibly Hagrid used a Portkey that was set up for him to get back to 
Hogwarts.Or it was a literary device used to enhance Harry's sense of 
awe and wonderment at the new world that had opened up to him.

It has been speculated that the WW has decided a house full of 
doilies and smelling of cabbage is a good cover for a wizard posing 
as a Muggle. And since it's been revealed that Mrs. Figg and Arabella 
Figg are one and the same her home it's likely her house is enchanted 
to look and smell the way a Muggle house should to a wizard, whom by 
the way think ponchos and kilts make a good combo.
