Because the werewolves in the forest are older experienced werewolves
who have gone DEEP into a VAST forest to seek refuge since they have
no other source of refuge.

Lupin on the other hand is a 12 year old school boy, and while he is
at school, Dumbledore has some obligation to take care of him, and for
the safety of Lupin and the other students, needs to keep Lupin in a
CLOSE controlled secure environment.

Does that cover it?
