And I reply:

I don't have any books in front of me, but I seem to remember in PoA that 
Dumbledore claps his hands (or something to that effect), and causes a bunch 
of purple sleeping bags to appear in the Great Hall.  Maybe when a witch or 
wizard becomes as powerful as Dumbledore, you might not need wands for 
certain "simple" spells.  Maybe age might have something to do with it?

That's why I imagine Howarts reminding students after the school year is 
over, that they are not allowed to use magic over the summer; young 
wizards/witches-in-training are not as experienced and thus could cause a 
whole lot of trouble, for themselves as well as others.
