Well, to be fair when Fred turned Ron's bear into a spider Ron was
three so Fred was probably about five or six and may not have been in
full control of his magical abilities at the time. When do those kick
in you think?

I think Fred and George are just the gregarious results of growing up
with a house full of brothers to compete with. They pick on Percy
because he's a stuck-up prig and they have a natural ally in each
other. They are also teenagers who still have a lot of growing up to
do And who knows what Charlie and Bill were like in their Hogwarts's
days.Plus the Weasley twins have that certain I don't know what that
helps them get away with murder and that can take you a long way in
the world. Look at Bill Clinton.
