As I was reading through the books, the names of the Death Eaters 
popped into my mind: Malfoy, Crabbe, Goyle, Nott, and many many more.

However, have you all noticed that they're all about the same age and 
are all in the house of Slytherin? Is it a conspiracy that Malfoy,

And what's the deal with them all being male? Is that important?

I'm not clear as to your references. If you mean the Death Eaters 
named in Chapter 23 of GoF, I think those are adults of unknown ages; 
and though it's a good guess they were once Slytherins we only know 
about some, like Lucius Malfoy, for sure.  As to why many of them 
have children Harry's age, I'd vote for plot expediency over a 
Voldemort based conspiracy.  

But, take heart, there are no gender boundries in Muggle torture.  
One of the most die-hard Death Eaters is Madame Lestrange (recall her 
brave and contemptuous sneers as she is led to Azkaban GoF p. 595-
96  "The Dark Lord will rise again!") whom Voldemaort intends 
to "honor beyond [her] dreams" GoF p.651.
