Maybe not necessarily because he thinks they are holding him back, 
but certainly because he believes in the justice of it.  Percy is 
something of a stickler where rules are concerned--if he sees his 
family in conflict with the recognized authority (read: the 
Ministry), I'm almost certain he would side with the latter.
