I think the "of age" that Dumbledore was talking about was specific 
to the tournament. 17 was the age limit the MoM set for students who 
wanted to enter the tournament. It doesn't necessarily correspond to 
anything else in the wizarding world. "Of age" has a bunch of 
different meanings in the US depending on what you're talking about. 
Driving age, voting age, and drinking age are all different (and some 
even vary from state to state). I'm willing to bet that the wizarding 
world is similar.
