   All this talk about the Decree for the Reasonable
Restriction of Underage Sorcery, made me think that
the office that manages it must not be able to enforce
it while there are adult wizards around. They couldn't
tell the difference between Harry's magic and Dobby's.
I think that they just trust the wizard parents to
police their own childern, and any magic that happened
in Muggle homes must be done by the students because
who else could of done it.
