I think the conclusion is that he is not *descended* from Slytherin.
Lady Promethia's theory proposes that Voldmort is a relative by marriage, not 
blood  (a step great uncle?) of Lily's, which I guess could be true.

I don't buy it myself and don't really see that it would add much, but 
there's nothing wrong with it as far as I can see.
