Actually, infantile amnesia (the name for this phenomenon) tends to 
kick in around 3, not 5 (with huge individual differences--for 
various references, try typing "infantile amnesia" into Google).  
Thus, Ginny could very well remember Bill being at Hogwarts, 
especially since I would think his coming and going would be highly 
salient events.
