Hagrid's wand

Something's been bothering me about the Hagrid and Harry sequence toward the
beginning of PS/SS, and I just couldn't put my finger on it. I finally got
it watching the movie again...

If it takes a wand to get into Diagon Alley from the courtyard behind the
Leaky Cauldron, why has no one ever questioned the fact that Hagrid gets
through regularly by himself?

Don't you think SOMEone would have noticed over the years that he doesn't
ask for help getting through the portal? And I think it's mentioned
somewhere in the books that you have to use a wand to get through. Yes? (No
books with me at work, alas.)
