Hmmm... that's a good question. I'm thinking that maybe, since the 
Boggart!Dementor was full-size, it had the full effects of a normal 
Dementor. Lupin's Boggart!moon was so much smaller in comparison to 
the actual moon, so maybe that's why it didn't have the 
werewolf-transforming effects on him that the actual moon does.
