Perhaps this scene is all in perspective...after all,
we don't know how long the people on the shore
could see Harry and the others coming up, and once
they were above water, Ron was moving and speaking,
but Gabrielle was not.  Maybe it appeared to Fleur
that her sister was not responding properly and might
be hurt, and being a more expressive person, her
reaction appeared more flamboyant.

As for Cedric and Krum behaving "better", remember
that they _had_ their hostages already.  I don't personally
see Fleur's portrayal as sexist, any more than I see it
as a negative impression of the French  (;  All in all,
my impression of the details given about Fleur's
actions and behavior was that JKR was trying to give
us a feeling of her presence--that people really noticed
things about her, and that she was very flamboyant...sort 
of a watered down version of all that veela stuff.
