Me again:
I have to agree with you there on most points. I hope he doesn't die, but it's a plausible idea. But I can definitely see him being manipulated to help them by being offered advancment in the Ministry.

It would be somewhat like:
Death Eater: "Ay Percy, I need you to do this and that for me."
Percy: "I don't know; that doesn't sound right to me."
Death Eater: "By the way, did I tell you you're now in the running for the Head of operations in this branch? Do well here and you're a shoe-in."
