It was hinted in the book that Viktor would like to attend Hogwarts.
Perhaps he will feel his education at durmstrang was inadequate, and
will get Dumbledore's permission to repeat his 7th year.

An alternative scenario is that since the Durmstrang's headmaster was
gone, then graduation couldn't take place, so, in order to officially
graduate, Viktor will have to finish his 7th and graduate under
Dumbledore's authority.
