As someone else mentioned, in both these instances the cars in 
question were enchanted in some form.  One probably wouldn't have to 
know much to drive them.  Also, being able to drive a single time 
(with or without magical autos) doesn't necessarily mean one really 
knows how to drive.

Same deal in many parts of the US.  Some high schools offer driver's 
ed., but it's not universal.  I had to pay $100 to take a course.
