Hagrid's Wand.

In PS/SS, Hargid says when he was expelled his wand was snapped in two.

Why then, if his wand is in his pink umbrella ( sorry the image of the pink 
umbrella and Big "scary" Hagrid gives me a kick!) does it work fairly well? I 
know it can be said that he spells do not always go as plan, i.e. he meant to 
turn Dudley into a fully fledged pig, but when Ron's wand is broken- and mind 
it is still hanging on to itself not completely snapped- nothing works 
properly. So, shouldn't Hagrid's wand be a bit more of a trouble maker than 
it actually is? All in all, it seems to work pretty well for him, and 
certainly Spellotape couldn't fix it completely, could it?
