Add two more "orders" to the list.  "Interpret the rules so Harry 
gets to be in the tournament.  Give Harry a high score in every task."

Given the possiblity that the Imperius curse can be fought by very 
strong-willed people, it seems a needless risk to send Crouch Sr. to 
Hogwarts for part of the tournament; it would have been so much 
simpler to let him have "an accident" and be rid of him.  So why does 
Voldy keep him alive, imperio'ed, and right under Dumbledore's nose?  
Why, to carry out those 2 orders, of course.  Reread the scene in the 
antechamber right after the Goblet chose 4 champions.  It's Crouch 
Sr. who says that Harry MUST compete.  Then, at the first task, he 
gives Harry a 9.  Very high, but not suspiciously so (unlike Ludo's 
10).
