One could imagine a time when the charms that would allow for a permanent 
change to one's physical appearance were first crafted. People started 
changing their appearance in every miniscule way they could think of, and 
eventually it culminated in a situation where the Council of Wizards 
(predecessor to the MoM) had to go in and undo some of the damage when, in 
some wizarding village or other, everyone looked exactly the same. All 
perfect, but all unhappy.

Like unto the notion that money and longevity are the two things that we 
want most but need least, so might also go vanity.
