>I think I have a guess at why Lucius gave Ginny the diary. I think
Lucius, since he collects articles related to the dark arts and keeps
them hidden under his dining room in a secret room, just happened to
come across the TR diary. We aren't sure how he aquires the diary
because it doesn't tell us in canon, but just insinuates it by the
scene where he and Draco go to the store in -can't remember name of
Alley, but it sounds similar to Diagon-to sell some items.
Anyway, Lucius is angry because the MOM is still searching wizard
houses for articles related to the dark arts. Many of these artifacts
are very valuable, Lucuis has a very expensive collection and doesn't
want to loose his investment. If I am not mistaken, Arthur Weasley
was related in some way to the department responsible for
conviscating these items. Since this is a hobby for Lucius, he
resents it, and wants to discredit the members of this branch of
office.
Lucius is also not happy with the Dumbledore as Head of Hogwarts for
several reasons: He allows wizards of muggle parentage in to the
school, he is not happy with the curiculum because it doesn't teach
the dark arts, just the DADA class.
Lucius cooks up the diary fiasco to discredit both Arthur Weasley and
Dumbledore as the main motivation. I don't think his intentions were
specifically aimed at helping Voldemort at this point, but that
Lucius had his own agenda in getting rid of these people who can
possibly hinder the amount of influence he has in the wizarding
community. Lucuis doesn't need Voldy as much as the other DE's as he
already has wealth to buy whatever position he seeks out, and the
reputation of his family name to open doors for him in wizarding
society. Like Pettigrew, I think Lucuis sided with Voldy more out of
convenience, and as an " insurance policy" to further his social
status in the wizarding community, and to also achieve some of his
own goals , as Voldy has no love for muggles either. Don't you
remember Lucuis telling Draco to try to stay on Harry's good side?
Lucuis is all about politics, he wants to hedge his bets by playing
both sides of the political fence in order to preserve or further his
own social status and influence. In the future, I can see Lucius
suddenly aiding Dumbledore and Harry if it looks like that side has
the advantage in the upcoming war in the remainder of the series. With
this in mind, I would say that Lucius had a primarily selfish agenda
of his own in cooking up the plot of introducing the diary to Ginny
Weasley.
