My favorite non-wizarding character would probably be Hagrid. You can argue 
him both ways, he went to Hogwarts but was expelled before he was fully 
trained. But if not I would have to say Petuina because there has to be a 
reason that she acts the way she does.  Jealously can be a powerfull 
emotion.  That and she has shaped Harry into the person that he is.
