I'm afraid not, because if that were true than Harry wouldn't have seen Crouch Jr.  on the map while he was disguised 
as Moody and searching Snape's office.  If I recall correctly, Harry doesn't even find out about Crouch Jr.'s existence 
until much later, when he goes to see Sirius in his cave.
