IIRC, Lupin saw Peter on the map,because he was still in the grounds, but by 
the time Snape saw the map, Sirius had already dragged him and Ron off 
Hogwarts territory so he would not have shown up to anyone.

I wonder how much the twins actually used the map , once they knew all the 
passageways etc: they were happy to give it to Harry, so they didn't seem to 
be depending on it to show them *who* was around.
Likewise, Harry shows a lamentable lack of interest in the map's potential 
until GoF.
According to the Lexicon, Harry received the map on Dec.18. Scabbers 
disappeared on Feb. 3. and Harry uses the map for his next Hogsmeade trip on 
Feb.18.
IIRC, there is no mention of him giving the map so much as a thought between 
the two Hogsmeade trips. At that stage, Harry seemed to be using the map 
solely to aid his trips to Hogsmeade. After Snape caught him, the map was no 
longer in his possession: Lupin had it. So HRH just weren't *looking* at the 
map when Peter/Scabbers should have shown up. Lupin potentially should have 
seen him at Hagrid's, but unless he was spying on Hagrid via the map, there 
was no reason for him to spot him in.
