There is no *formal* education after Hogwarts, but that doesn't
preclude the possibility of an apprenticeship system, on-the-job
training, private research, or other forms of education.

She could've bribed a registered animagus to teach her (I'm sure not
every registered animagus is morally unimpeachable). She could've had
access to the private library of a registered animagus friend or
relative. She could've used her press credentials at the Daily
Prophet to access libraries that would normally be inacessible to her.

I doubt "almost everyone" hates her. I've met any number of people as
obnoxious as Rita, who nevertheless had friends. Usually the friends
were just as obnoxiuos, but sometimes they weren't. Other people who
share Rita's gossipy mindset would probably like her, and may even
wish to assist her with things like animagic research in order to
facilitate her gossip-mongering.
