I know this is a big assumption, but if NEWTS are similar to English 
A'Levels, then the students would take only 3 to 4 subjects - and 
they would all be optional. This would mean that they would have to 
have more lesons in those subjects though, so I don't know if that 
helps or hinders your timetable problems. 

I can't remember which book it's in, but there is mention of 
a "Charms Corridor", which makes you think that there might be a 
Charms department, rather than just one teacher.
