  Lockhart may not be popular with the teachers but then again, neither is Snape, as far as I can see, he's not too kind to the other teachers (re: his treatment of Quirrel and Lupin). Or we could try my other theory: that Snape is part Vampire and Hagrid, because of his own past, is sticking up for him? It's possible that Fudge didn't know- he didn't seem to know about Hagrid being half giant or Snape being a death eater. What do you think? or about my OTHER, less likely theory: that Fudge is imperio'd by LV or on the dark side? Hence his unwillingness to admit to others that LV is regaining power, in case he is associated with it? Another thing- Hagrid is obviously on the side of Gryffindor against Slytherin, why would he be so defensive of Snape?(consider Snape's treatment of him).
