The only thing I can think of it is that the Foe glass shows the enemies
of the owner. I would guess that the glass belonged to Crouch. If it
were to show the enemies of the person who is looking at it, this means
D, McGonagall, and Snape are all enemies of Harry. However...we know
that D, M, and supposedly Snape are on the side of Harry, which would
put them against Crouch.
