I don't allege that Fudge is a bona fide DE, dark mark and all.  He's
not a member of the inner circle, but a covert supporter who enables
Voldemort and the DEs and their Evil Doings.

Go ahead.  Fight F.I.E if you can.  Fight F.I.R.E. too (Fudge Is
*Really* Evil). But I don't think JKR aroused Dumbledore's suspicions
just to dash them to bits in OoP.  When *he's* fooled (as in the case
of Moody), *we're* fooled (though not necessarily the reverse; he
always knows more than we do).

But if you want to go for a more nuanced Fudge--someone who is
indifferent about Good and Evil and plays both sides against each
other for his own benefit, then THAT would be an interesting theory.
